ABSTRACT The study of non-governmental organizations and advocacy of persons with disabilities is trying to explain how the advocacy strategies are taken by the Organization of Perhimpunan Handicap Nusantara (OHANA) in an effort to encourage the fulfillment of the right to health care for persons with disabilities in Indonesia, including for persons with disabilities of cerebral palsy types. As for the assessmentof this research is using the theoretical framework of social action theory by Max Webber, as a grand theory to explain the action of advocacy strategies are taken by the Perhimpunan Ohana in the effort to uphold the rights of those with disabilities. This study usesa qualitative method, and for collecting data it use in-depth interviews and non-participant observation technique. The results showed that as an organization that has a goal to improve social justice and social welfare through strengtheningthe rights to persons with disabilities, Perhimpunan Ohanahas conducted various of advocacy strategies in an effort to realize the fulfillment of the rights to persons with disabilities including those with cerebral palsy. The rights referred in this research is the right to make an "affordable" and "accessible" health care. Cerebral palsy is a type of disability whichis different from other types of disability. People with this kind of disability require treatments and medicine that can not be deferred throughout their life. The wrong perspective that has been entrenchingin viewing of persons with disabilities in Indonesia is also a challenge for the Perhimpunan Ohana in the effort to realize the enforcement of the rights to persons with disabilities. Various advocacy strategies have been conducted by Perhimpunan Ohana in the effort to uphold the rights of persons with disabilities. Those kind of advocacy strategies are taken by Perhimpunan Ohana is executive advocacy strategy, legislative advocacy strategy, media advocacy strategy, court advocacy strategy and network advocacy strategy in an attempt to realize enforcement of the rights to the persons with disabilities.
