ABSTRACT Security cooperation is certainly a matter that is already common in the international world not least by Australia. Australia asserts itself as a middle power certainly need to have an alliance that can be trusted to maintain it's security. One way is through the Five Power Defence Arrangement or FPDA. the FPDA member consisting British Commonwealth countries, namely Australia, Malaysia, Singapore, New Zealand and the United Kingdom. As time goes by and the main goals of FPDA achieved, people began to question the relevance of FPDA existence. which until now remained to be one of security cooperation in Southeast Asia. Not much know that FPDA exist because it's concept as minilateral cooperation even FPDA give great influence to Australia in shaping it's security policy. it can be seen in defense white paper that Australia's goverment issued in 2009 and 2013. One of FPDA policy not only focuses on traditional security but also extended to the issue of non-traditional security such as humanitarian action and diaster relief.beside that FPDA awares that there is another actors who play an important role in international politics so FPDA decided to cooperate with non-govermental actor to face non-traditional security issue. also FPDA as the quiet and unknow achiever affect regional security complex in Southeast Asia Keywords : Australia, Five Power Defence Arrangement, non-traditional security issues, Australian Defence White Paper, FPDA’s policy transformation, Regional Security Complex
