Internet becomes a medium that allows the user to obtain information and express themselves. However, in the context of the Internet as a new media, the state has the dominant force because the government has a great authority in the mastery of communications technology and the legal basis used in its application. This causes the state to easily perform filtering on his behalf. State repression in Internet has many forms such as methods with the form of intimidation, closing access to certain websites, and filtering internet access. In the Indonesian context, there is a Trust+ Positif which is a mechanism of control and filtering Internet sites owned by the Ministry of Communications and Information Technology. As a policy, the ministry should be responsible to the area of telecommunications, where the Trust+ Positive precisely restore the position of Ministry Communications and Information Technology, which acts as operator and regulator at the same time. Researchers feel, there is something strange with the policies formulated. Results of the study then shows, Trust + Positive proved problematic in the aspect of transparency, authority and legality. Keywords: new media, policy, site blocking, the right to information.
