ABSTRACT The building of hotels in Yogyakarta is a complex issue. Despite of the conflict of interest between the Yogyakarta government, Sultan Hamengkubuwono X, investor, and people, this issue give birth to social problems. The modern residential make barriers between the people and changing communication pattern in the society. Other than that, increase in modern and consumptive life style threatening the preservation of traditional value and culture. This condition drives people to make alternative movements, one of them is Warga Berdaya group. This group is actively sounding the message of resistance refusing the hotel building with a catchy slogan Jogja Ora Didol. Difference in people character that live in downtown, rural, and urban area make Public that this group have become so much diverse. From latent public, active public and aware public, so different communication format and media are needed to reach every public. Because of that, this research study the communication format and media that Warga Berdaya group uses to spread Jogja Ora Didol in which every public of the message consist of people with different character. Descriptive study became the method that considered to be able to describe the things that happened related to the use of communication format and media in the activity of Warga Berdaya.
