ABSTRACT Development is an important aspect for the growth of the region, the development situation of the building is still concentrated in urban areas sometimes impact environmental issues, social and cultural. Demand is high and uncontrolled cause degradation of the environmental elements, one of which is dry wells due to the exploitation of ground water by the construction of the hotel is very solid. The well which is still used for the Java community's daily life has now turned into dry. People assume that the drought that occurred in their territory due to the construction of hotels which siphon groundwater that groundwater discharge capacity decreases, one of which occurred in the construction of hotel buildings Gowongan THE 1O1 Village, Jetis, Yogyakarta. People assume that in their territory since time there is never a drought on groundwater wells, but since the hotel development community burgeoning drought until a period of two weeks. This study will attempt to explore how the procedure as well as participation in the construction of the hotel which has been running for this, and the extent to which the capabilities of the community in the process. In addition, this study used descriptive qualitative method with case studies of hotel construction Gowongan THE 1O1 village, Yogyakarta. Data were collected using interviews to the parties involved in the approval procedure of construction of the hotel and some agencies of government agencies that play a role in regulatory policy. Evidence suggests that the process of participation in the procedure of building the hotel is still running passively, this condition can be seen from the absence of the capabilities of the communities in the development consent procedure. On the other hand, it was found that there is an imbalance on rationality when making decisions that gave rise to monopoly interests by certain groups which resulted in losses on other layers. Dryness of the soil wells is due to two factors namely residens: natural factors and factors of human intent. Natural factors include weather, droughts and debit receding ground water level, while the human factors one of which is the use of ground water for consumption with high discharge excessive and long-term time frame.
