ABSTRACT This thesis discussed the cooperation between the Government of Japan through MOFA and METI in seeking Doraemon to change the image of Japanese society, especially in the eyes of the people of Southeast Asia, and also to support the Japanese economy that has been stagnant for a long time. Doraemon chosen as a tool of soft diplomacy as Doraemon is one of the Japanese pop-culture products that has existed for a long time and has already been recognized by the people of Japan, and today by the people in various countries around the world. This thesis is trying to see the development of Doraemon both in Japan and in other countries such as Indonesia, as well as the cooperation of various parties in using Doraemon to change the image of Japan and support the economy. In this paper, the authors use qualitative methods, with the concept of Japan Inc. Keywords: Doraemon, Pop-culture, Japan Inc., soft diplomacy
