ABSTRACT Japan is a country with a high economic growth, even it has been the third highest economic in the world. However, the trend is declining in two latest decades because of things like crisises and disasters. Besides its economic growth dynamics, Japan still maintains its protectionist policy in international trade, especially in its agricultural sector. In response to the decline of Japanese economic, Prime Minister Shinzo Abe formulated an economic policy package called Abenomics 2.0. In the package are there 3 points: fiscal, monetary, and economic reform through agricultural, industrial and medical sectors. Recently, Japan’s protectionism and Abe’s economic reform plans are faced with American’s demand on market liberalization in case of TPP. Eventually, after the TPP deal achieved in Atlanta round last October 2015, Japan still chose to maintain its protectionist policy especially for rice as an agricultural commodity even though it has become a member of TPP. Therefore, in this thesis, the research problems are how Japan responses the dilemma between protectionism and liberalization and what’s Abe consideration in choosing to maintain its agricultural protectionist policy rather than to fully open its market even though it has become a member of TPP. By using two level game and protectionism as the concepts, I would like to try analyzing Abe’s response to American’s market liberalization demand and what are Abe’s considerations in taking such kind of response.
