Abstract Development of country not only government’s duty. The implementation require synergy from three actors, they are state, private sector, and civil society. Existence of private sector is important for development country in order to economic stabilization. At one side, business help economic growth and absorb labour force, yet give negative impacts for society, moreover causing environment damage at another side. In order to handle negative impacts, government determining policy about social and environment responsibility or well-known as Corporate Social Responsibility (CSR) which regulated in UU No. 40/2007. As BUMN who has business focus in oil and gas, Pertamina also gives negative impact to environment. Therefore, Pertamina implements community empowerment as commitment in social responsibility, one of many empowerment program is catfish cultivation as Pertamina’s CSR commitment so can be analysed the matters and attempted some betterments as learning process in CSR realizing. Stand on those goals, this research includes as qualitative research with descriptive analyse. Community empowerment is effort to help people to develop self-ability so can be independent and have an ability to handle their problem and take over decision by their selves. Community empowerment can not accomplish in a short time, still empowerment need a process. The meaning of process is giving an authority, accessibility toward resource and accommodative environment. The empowerment which undertaken by Pertamina, there are chain activity doing by all actors who involved in. The chain activity consist of planning, training, implementation, and evaluation for sustainability. One indicators of empowerment program is independence of beneficiaries and upgrading ability in catfish cultivation. In economic side, this empowerment program failed from harvest result which indicated the major part of beneficiaries lost, so recently the program can not make Kedungsari become central of catfish producer. However, in this community empowerment, the important thing is upgrading ability of beneficiaries after the training. If we concern in social aspect, this empowerment program is succeed because of upgrading beneficiaries ability in catfish cultivation. The upgrading abilities include understand the good way of catfish cultivation, way of economizing cost production through probiotic, the beneficiaries get positive activity, and of course get extra earnings through catfish cultivation.
