Kebijakan Kawasan Tanpa Rokok(KTR) di SMA Negeri 1 Wates Kabupaten Kulon Progo

ABSTRACT KulonProgo Regency is the first regency in the Special Region of Yogyakarta which applies a regional regulation of Non-Smoking Areas or KawasanTanpaRokok (KTR). The main aim of this regulation is to fulfill the needs of fresh and healthy air, so the increase in smoking rates of newbie smokers in KulonProgo Regency can be suppressed. The data from Health Service of KulonProgo Regency shows that in 2011 about 26.76% or around 280 active smokers in KulonProgo started smoking since they entered middle schools. A non-smoking area which is being the focus of this research is a teaching-learning place, namely SMA N 1 Wates. SMA N 1 Wates is chosen as the case study of this research because this place often used for interacting among teenagers which elicits various factors that can urge the teenagers being newbie smokers. Based on that background, the aims of this research are to determine and to analyze the factors that influence the policy of non-smoking area in SMA N 1 Wates. The researcher used the theory which is relevant with the implementation of non-smoking area policy in KulonProgo Regency such as the implementation model proposed by Chistoper Hood which consists of four factors, i.e. Nodality, Authority, Treasure, and Organization. That model is then elaborated by PurwoSantoso that nodality factor is related to content of policy, whereas authority, treasure, and organization factors are related to context of policy. The research method used in this research is a qualitative research method with a variant of case studies. Whereas, the data collecting technique is conducted through interviews, questionnaires, observation, and literature studies. The result of this research shows that the policy of non-smoking area in SMA N 1 Wates is already running and implemented fairly well. However, there are still obstacles from nodality and authority factors, such as the information conveyance and the exercise of authority which have not been maximized. Whereas, the implementation so far is supported by the treasure and organization factors, such as through adequate facilities in SMA N 1 Wates, as well as the special team which focuses on anything related to non-smoking area in SMA N 1 Wates. So, although the implementation have not been maximized, the policy of non-smoking area in SMA N 1 Wates, especially for the students, is implemented fairly well and there are even no smoking-related violations are found.
