ABSTRACT Ijime is the word for bullying in Japan. Ijime is a particular from of agression, physical, psychological, verbal, and social abuse, which is carried out unilaterally and continuously against someone weaker than the perpetartors, and that attitude has intent to humiliated or insulting someone. Since the middle of the 1980s, ijime has received much attention as an emerging social problem in Japanese society. Today, ijime has getting worse and become a common practice among Japanese students. The victims not only received mental and physical abuse, but this behaviour also leads the victims to commit suicide. In response to ijime issue, the Japanese government enacted an anti-bullying policy in 2013. The policy enacted in order to solved ijime issue among Japanese students. This policy is emphasizing prevention action at an early stage and provide counseling system for school in each prefectures of Japan. The resolving ijime by Japanese government will be seen using human security approach, because ijime is a behaviour that making a threats for students in Japan. Therefore, in this thesis, the research problem is how resolving ijime by Japanese government using human security perspective. Keywords: Ijime, Anti-Bullying Policy, Japan, Human Security.
