Ilmu Pemerintahan)ABSTRACT During this time the state and indigenous peoples is identical to the conflict relationship, especially during the New Order in which countries do marginalization through policies. But it is different from the indigenous peoples Baduy relations. Exactly the relationship between the state and indigenous peoples Baduy looks very harmonious, there is no history of the relationship of conflict between them. Based on this background, this study tries answering questions, How is the relationship patterns of indigenous peoples Baduy and the State in the context of the New Order authoritarianism and Post authoritarianism? Relationship between the state and indigenous peoples Baduy in this paper framed through a pattern of patron-client relationship. Suitability requirements given by James C. Scott helps describe their relationship. A case study with qualitative patterns form the basis for this research method, which is expected to find the answers. The relation of Indigenous peoples Baduy with the state was begun since a long time ago. The Baduy began to establish interaction with governance is more dominant since the Sultanate of Banten. This is what seems to make them confident in doing its interaction with the state during the New Order. Some relationships with pre-modern state governance, helped them prepare for the socio-political changes during the New Order. Seba and Jaro Pamarentah as the indigenous tradition, is one result of the relationship of indigenous peoples Baduy before the New Order. During the New Order, indigenous peoples Baduy and state had a harmonious relationship because of patron-client ties. During this time a relationship built by the indigenous peoples Baduy tend to bind, the relationship is based on the calculation of the resources owned by the state. State deliberately used as Patron to get a guarantee the survival of indigenous formal legal basis. Usually in a patron-client relationship is based on economic motives but not by indigenous peoples Baduy, they are more focused on the interaction of formal legal basis. Though later in his journey indigenous peoples Baduy intimidation and marginalization through village-ization and developmental-ization. In the Post-New Order, indigenous peoples Baduy relations with the country had a little changed. The principle of decentralization and power sharing to some extent affect the relationship between the state and indigenous peoples, but the pattern of patron-client relationship is maintained. In the patron-client relationships in Post-New Order, the state is no longer as one and only power, because the new government have acknowledged the presence of the local government. The division of powers to the regions turned out to benefit the Baduy, through the Regional Regulation Number 32 of 2001 indigenous peoples Baduy to gain recognition from the state. But the reforms have not really accommodate the needs of indigenous peoples Baduy, although it has been recognized through local regulations state still makes indigenous peoples Baduy as a tourist attraction.
