ABSTRACT The Evaluation of Implementation Article 10 The Mayor Regulation of Yogyakarta Number 86 of 2013 About The Management of Rental Public Housing Government-Owned of Yogyakarta (The Study About The Requirement and The Procedures of Occupancy at The Cokrodirjan RPH and Grha Bina Harapan RPH) By: Maria Putri E. The purpose of the study is to determine the effectiveness of Article 10 of Yogyakarta Mayor Regulations No. 83 of 2013 (replacement of Yogyakarta Mayor Regulations No. 44 of 2009) in ensuring the main goals and objectives of the construction of Rental Public Housing (RPH) in the city of Yogyakarta. In addition, this study also aims to determine the factors that affect the success or even the failure of the implementation of Article 10 of Yogyakarta Mayor Regulations No. 86/2013. This study is a descriptive qualitative research. The objects of this research are Cokrodirjan RPH and Grha Bina Harapan RPH that are managed by the Government of Yogyakarta. Data retrieval techniques that used here are interviews with key informants, the Head of Yogyakarta Rental Public Housing, Coordinators of Cokrodirjan RPH and Grha Bina Harapan RPH, and ten occupants of Cokrodirjan RPH and Grha Bina Harapan RPH. The results of this study indicated that the measurement is based on two variables proposed by Merilee S. Grindle, in terms of process and achieving the goal, it can be concluded that the implementation of Article 10 of Yogyakarta Mayor Regulations No. 86/2013 in ensuring the attainment of the objectives and the main goals of rental public housing development is ineffective. This is based on the discovery of several cases of violations still as the affect of non-fulfilled requirements as stated in Article 10. The cause of the ineffectiveness of the implementation of Article 10 was subsequently analyzed using three factors that affect the implementation of the policies that advanced by Donald S. Van Meter and Carl E. Van Horn. Amongthese three factors, the most dominant factor causing the ineffectiveness of the implementation of Article 10 is resources, that still intransition stage of functions and authority. In addition, there is other factors that also causing the inefficiency in the implementation of Article 10, that are the business interests of the manager.
