ABSTRACT This research tries to examine the dynamic of the local elite conflict on the process of Apartment Uttara construction building (15 Floors & 3 Basement) at Padukuhan Karangwuni, Caturtunggal, Sleman, Yogyakarta. The scope of this research is to see how the local elite shaped & how the conflict goes on between the local elite as the social impact of the construction. The settlement’s at Karangwuni are crowded by many store and local businesess such as housing rent, convenient store, printing store etc. The location of this hamlet is quite strategic, its reflect’s the precence of physic density nor and its social-economic condition. However, the complexity of its problems that rise on the ressidents, like their worries to the negative impact such as environtment crisis surround their neighbourhood where the apartment Uttara building was constructed. The dynamics of the apartment construction quite attract many public attention. The present news of the local elite group appereance that deny and support the apartment Uttara existence on their neighbour, reflects a dualism in the middle of their ressidents. The refuse action by the local’s against apartment Uttara is such as demonstration, resident criminalization insidents, that ignited a progressif action by the locals express their denial till the regional level at Sleman regency. It means the conflict escalation at the local level didn’t well handled till the central government level. The practice of the dynamic on this case, locally at Karangwuni there’s 3 elite groups that conflict among others. First, the Head of hamlet and neighborhood as a set of the local public servant. Second, the pro apartment local group named Paguyuban Warga Karangwuni Peduli Perubahan (PWKPP) as a group that support the existence of Apartment. and Third, the contra apartment local group named Paguyuban Warga Karangwuni Tolak Apartemen Uttara (PWKTAU) as a group that reject the apartment. This topic became important to be discussed remembering that the problematical at the local level is also vital with the complexity problem on the center nor regional government scale. Precisely, locallity became a determinant of action and the development way to become more wide ahead. Looking at the dynamic shape and dimension on the local elites, it gives a knowledge that the present of the local elites, quite give a vital impact for the determinant of their sustainable social and physic order on their region development. Based on the scope that had been chosen, this research are using a Qualitative approach as the research methods. This research are held for about six month’s from May to November on a year of 2015. There are 8 informants, which is 2 informants of Karangwuni hamlet elites and 6 Informants from the contra apartment local group).
