Abstract South Korea is known as a country that has a militan and radical labor organization, especially when looking at the events in the 1980s when the peak of the workers' resistance against the government that brought South Korea liberated from authoritarian rule. But then in the early 1990s, labors became more passive as indicated by the decreasing number of labor protests drastically. However it does not mean the workers couldn’t do anything. The pressure from the government for numerous times that is felt in the early 1990s did not necessarily make the workers accept the government's decisions that were detrimental to the workers. In late 1996 until early 1997 the workers made another moves, that was the largest demonstration in South Korean history, to protest new labor laws that were considered to be very detrimental to workers and only gives benefitsto the business owners and government. The action succeeded in making the government to delay and cancel some laws that had to be applied. But the victory was only temporary because later in mid-1997 South Korea were also got hit by the economic crisis which swept across Asia at that time. The economic crisis has forced workers to later agree on the new labor laws to be applied in South Korea in order to save the country's economy. Agreement between the South Korean government with the IMF indirectly weaken the position of labor coupled with the lack of power of labor organizations in the political arena. The workers’position which continue to weaken then make workers more passive in dealing with their dispute. The characteristics of workers who previously active and radical then began to fade along with the changes that took place in South Korea. The changes are not just happening at the government level but also occurs within the labor organization itself. Keywords : Labor, Economic Crisis, Labor Union, South Korea Word count 19,147
