Inovasi Pemerintah Desa Karangrejek dalam Memenuhi Kebutuhan Air Bersih untuk Masyarakat

ABSTRACT Water is one of the most important needs for living things, in this case humans. Water used for drinking, eating, washing and other human needs. Water supplies were also affected by the geological conditions of an area. Geological conditions of Gunungkidul Regency was the rocky limestone causing the availability of ground water at the surface becomes limited. The Government of the Karangrejek village which has a typical geological areas with limestone rocks begin to find solutions to meet the needs of the water independently. Karangrejek village community previously relied on Perusahaan Daerah Air Minum (PDAM) but the water only flows at night time only. Through Pelayanan Air Bersih Tirta Kencana (PAB) which was formed in 2007, the Government of the Karangrejek village began to innovate in meeting the needs of fresh water independently. Innovation is something new. New does not mean it should be completely new in General, but it depends on the acceptance of individuals or groups that accept the innovation. This study uses qualitative methods with the purposive sampling approach and snowball in the selection of informant. Engineering data collection using indepth interviews in order to obtain more detailed information from the informant, the observation is carried out in a non-participants, the study of the literature was conducted to complement previous research over research data and documentation using personal documentation. Results found in the field and then triangulated to get valid data. Next data analisia process starts with the reduction of data, data presentation and final withdrawal of the conclusion. The results of this research show that the Government of the Karangrejek village has been innovating in fulfillment of the needs of clean water to the communities through the PAB Tirta Kencana. As for the characteristics of the innovation shown by the PAB Tirta Kencana is have the specificity, novelty items, has had a program planned and has a purpose. PAB Tirta Kencana is a BUMDes system with a social business, that is family-run business village to meet the needs of the community and community-based management. Before the band formed, as many as 40 people of communities selected for the course in accounting that will be prepared. PAB Tirta Kencana also use special accounting application that is designed to suit the needs of financial management. PAB Tirta Kencana also became the object of village government cash donation for the construction of the village. PAB Tirta Kencana earned him several times with being a place of reference for comparative study of various areas in Indonesia, became performers in the management of BUMDes in Cilacap 2015 and helping Karangrejek get the race Village second champion national level in 2012. Customers PAB Tirta Kencana also includes the villagers of the Baleharjo village and the Siraman village. Key Words: BUMDes, PAB Tirta Kencana, Innovation, The Need for Fresh Water.
