Abstract This thesis discuss about the obstacle and the challenged that faced by Thailand Government during ratification process of Palermo Protocol. Palermo Protocol are the only legal instrument to combat the human trafficking issue. Thailand takes 12 years to ratifiy this protocol whereas the number of human trafficking case in Thailand is quite alarming. A thesis research this will be conducted using a qualitative methodology by using secondary data obtained from various sources from book or article in the network. This thesis will be focused on human trafficking cases in Thailand, Thailand governement which it stability is concerned. Prime Minister and the cabinet that frequently changing, and how parties involved in a legislative body of government thailand saw palermo protocol. The result of research is The Prime Minister and the new cabinet and prime minister who was often changing so that the ratification of the Palermo Protocol cannot run smoothly.
