ABSTRACT A thesis titled Family Empowerment Center ( Posdaya ) in Cilacap Regency (The Study of Family Empowerment Strategy in An Effort to Empower Community in Karangtalun Subdistrict, North Cilacap District, Cilacap Regency, Central Java) is discuss about the strategy used by Posdaya at the Karangtalun Sub-district in an effort to make the community become capable both in terms of economic, environment, and education. The role of stakeholder in the development of Posdaya still needed, without any help outside parties this is difficult to develop independently. The role of the state is only motivate, there is no further effort yet. This research is a qualitative study which uses a descriptive analysis, researcher seeks to discover knowledge of research objects on a certain point. Therefore, researcher choses descriptive analytical approach because this approach is intended to collect information on the status of a variable or theme, symptoms, or situation which are the state of symptoms according to the time of the research is done. The research is done at the Karangtalun sub-district because there was a cement factory PT. Holcim indonesia which is defend Posdaya in Cilacap regency. The data of the research obtained by direct observation and the depth interview with required informants, those are include the management and the members of Posdaya, the beneficiaries and not beneficiaries and also the local government and the PT. Holcim Indonesia. Besides, the researcher also took the documentation data that related to the structure, photo, archives, as well as literatures that are capable of supporting the research that is done. As the result of this research, Posdaya at the Karangtalun sub-district has done various ways to empower local community. The various strategies have been done but there was lacking of support from the community, the community has not been fully participate in an Posdaya activity. The other interesting result is posdaya Cahaya Lestari which had recently formed can be said as the real posdaya, because almost all activities or programs formed by itself. In contrast to Posdaya Gemah Ripah which was existing first, several programs of Posdaya Gemah Ripah are the main programs at the Karangtalun sub-district. Some activities have received achievements in the district level and admitted in the regency level. However, the programs that are unseeded in Posdaya Gemah Ripah basically is the programs of Family Welfare Guidance commonly called as PKK, that were running before the establishment of Posdaya. The role of PT. Holcim Indonesia as the stakeholder that defend Posdaya in Cilacap regency can be said has been done with maximum effort, it always provide the assistance so that Posdaya can persist in the community. The Posdaya assistance is still done through CRO of PT. Holcim Indonesia. It was inversely with the role of local government,which is still lacking in development of Posdaya in Karangtalun sub-district. Keywords: Posdaya, Community Empowerment , Stakeholder Role
