ABSTRACT The study about managing the issue of agricultural lands conversion has an aim to measure capacity of the local government of Sleman Regency through its action and policies in agricultural lands conversion issue, especially in Tambakbayan, Sleman. This study becomes an important thing to look at mainly because agricultural lands conversion in Sleman had become a threat for the region and brought some problems from employment matter, water crisis to food security and environmental sustainability. The action that was taken by The Government of Sleman Regency in managing this issue was actually seen as a reflection of its real capacity. The Government of Sleman Regency‟s capacity was measured through three activities which are used as the main indicator of government capability, according to Bowman and Kearney concept of government capability. This research used descriptive-qualitative research method and in depth interview as the main data collectio method. The result of this research shows that agricultural land conversion in Tambakbayan bring “more harm than good” to its surrounding society. The impacts include employment matter, environmental security and order, as well as an impediment faced by the village level government in managing administrative things. It was a necessary thing to take Tambakbayan agricultural land conversion case into consideration as the impact it will cause not only faced by its surrounding society but also a whole region. As for now, The Government of Sleman Regency through its agencies can not do much to control the agricultural land conversion and manage physical development well. In addition to the unavailability of adequate regulation, the licensing corruption in The Government of Sleman Regency body is also an obstacle in managing this issue. Based on the indicators of government capacity proposed by Bowman and Kearney, The Government of Sleman Regency‟s capacity in managing this issue of agricultural land conversion is still not good enough. Lack of government commitment and an interruption of external actors in this matter are indicated as some of the main factors inhibiting the performance of this institution. Both bureaucrats and academicians believe that there are many policy alternatives can be chosen as a solution to the agricultural land conversion and the onslaught of physical development in Sleman.
