ABSTRACT This research aims to determine how the implementation of “Sehati” program for the poor to reduce the burdens weighing on society itself, through Sehati program in Bangkalan Madura. Background of this research was based on the absence of further discussion of Sehati program implementation organized by the Regional Government of Bangkalan especially regarding coverage and access and service to the poor mechanisms to target the policy, to analyze the implementation of the program in Bangkalan Madura. This type of research is descriptive qualitative. The focus of the research is the implementation and the factors that affect the implementation. Data were collected through observation, interviews and documentation. The data analysis technique is qualitative. The results showed that the program in Bangkalan is not optimal, especially in terms of participation. In terms of membership, is still a gap number of participants from among the poor of the amount of 66.145 poor people, it turns out only 17.892 people that confirmed to be valid participants. It means there are still many poor people who should be a participant of the program. Dissemination and distribution is still relatively lacking. The implementation of the program in Bangkalan is influenced by several factors: communication, resources, disposition implementing the policy and bureaucratic structures.
