ABSTRACT This study is about power relation between state and society which happened within weak formal system. By the time state is not able to show its effective performance in providing public goods services, society is forced to create alternative solution in order to gain those public goods properly. Supeltas (Sukarelawan Pengatur Lalu Lintas / Traffic Control Volunteer) which has been emerged in recent years can be seen as a good example to understand the pattern of state-society relations. Theoretically, Supeltas appeared as an informal institution and considered as an antithesis from police agencies as representation of the state. Therefore, informal institution can be used as a sign for weak state indication, yet this suspicion is not absolute and needs further explanation. Key question in this research is “Why could Supeltas take over the state to do traffic control in its region?”. That question will be used to examine the relation between informal institution and formal institution and to elaborate power struggles amongst them in order to retain each existences. To answering the question, author used case-study qualitative methods due to possibility to focus only on the research object and produce an intimate research to obtain lots of data from respondents. Furthermore, it provides a space for subjectivity that can be used to analyze the development of phenomenon of the research deeply. As an informal institution, Supeltas contributed to present smooth traffic flow on major highways especially at every junctions where police was absent. On the other hand, police agencies as a formal institution did not allow its legitimacy and power resources were seized by Supeltas easily. Hence, police agencies whom still has power that comes from legislation could subdue Supeltas to be part of its rules. The relations between Supeltas and police agencies can be read as a contestation of power. However, the symptoms of weak state still shadowing the police agencies as representation of the state. In this study, the reading of weak state is emphazised on the performance of the police in carrying out duties that are not effective, so bring informal actors such as Supeltas.
