ABSTRACT This paper is showing the relations between government, society, and private sector regarding the application of one-way traffic policy in Cornel Simanjuntak Street Yogyakarta located in Terban, Terban, Gondokusuman, Yogyakarta. And also to know how did the government as a stakeholder solved this public case that is traffic jam and accommodate the interest of all side to minimize the conflict and problem in the future. The researcher were using case study method, and used the public policy theory and power relation concept in governance theory. The power relations found in this research are the relation between government and society, government and private sector, private sector and society. That relations are formal power relation and economic power relation. The formal legal power owned by the local government through The Yogyakarta’s Department of Communication with its authority to manipulate the traffic in Cornel Simanjuntak street. From two way traffic to one way traffic (north to south) and made a regulation regarding that so that the traffic jam can be resolved. The economic power involves shop owners and clerks or officer, mostly from Terban district. In the socialization process, the government were approaching the public figure first before the society and private sector. Beside that the government were using the support from the traffic forum when performing the socialization. It was done so that the society are convinced that this one-way traffic policy is the right solution to overcome the traffic jam. The socialization were held by the head of Yogyakarta’s Department of Communication Wirawan Hadi Yudho. He’s also a former district head of Gondokusuman so he has closeness with Terban’s residence. So that the socialization process can be done easier because there is a closeness between the actors.
