ABSTRACT Desa Wisata Rumah Dome is a tourism village that offers a wide variety of unique buildings as the main attraction. This village is classified as a developed tourism village, but the amount of tourists that will visit can surpass the amount of tourists who have visiting the independent tourism village. This high amount of the influx of tourists is still related to the development being conducted at the moment. Because of that, this research aims to examine the roles of each actor in the development of the tourism village that consists of the local government, the citizens, and the developer. This research uses AGIL concept approach from the theory of structural functional. Talcott Parsons states how a process or system runs can be seen through 4 things which are adaptation, goal attaiment, integration, and latency. By using this theory we will be able to know how the local government, the citizens, and the developer as a subsystem run the functions or the roles within the development of the tourism village. This research uses the qualitative research method with the aim to describe the roles of the actors in Sumberharjo Village that consist of the local government, the citizens, and the developer in the development of the tourism village. The analysis unit of this research is the role run by the actors, with the informant of the actors themselves. Data gathering methods include observations, in-depth interviews, and documentations. The result of this research is that the local government has played an active role in the development of the tourism village. The local government not only plays the role of the facilitator who connecting the tourist village and the stakeholders above, but also plays the role in raising the funds for development, empowerment, and establishing the tourism village as BUMDes. The developer is an actor who plays dominantly in development, in which all initiatives came from the developer. The developer managed to come up with tour packages, conducted the development using the funds from the government, and in 2015 conducted the widening of the road and sign placement on the Teletubbies hill. The involvement of the citizens was still minimal, in which only a few were willing to take part in the development of the tourist village. The involvement of the citizens was represented through their participation within the activities regarding tourism and construction there. The lack of citizens’ involvement in the development of the tourism village is not without a reason. There are several reasons that caused such kind of condition. The lack of citizens’ awareness and understanding towards tourism, problems regarding land status, the initiative goal of the construction of rumah dome not as a tourist trap and also the needs of the citizens for accommodation, are the reasons on why the wishes and collective decision were not realized by the citizens to participate in the construction of the tourist village.
