ABSTRACT The slum tourism phenomenon is a new thing in the world of tourism and its existence is still facing pros and cons to this day. Nevertheless, the activity of a tour visiting the slums continue to appear in many developing countries. Slum tourism is also happening in Brazil which is the focus country in this undergraduate thesis. After nearly 20 years of existence in Brazil, slum tourism received support during the administration of President Luiz Inacio Lula da Silva, who took office in 2003 - 2011. Whereas slum district / favela in Brazil is considered as a city problem and give a bad image because of the circumstances which met poverty and criminality. Therefore, the aim of this research is to find out the motive of the support from the administration of President Lula to the activity of slum tourism in Rio de Janeiro. This research tries to look at the motives from the administration of President Lula by analyzing the benefits to be derived from the slum tourism and also through an analysis of President Lula’s interests.
