Respon Masyarakat terhadap Pelaksanaan Program Kartu Insentif Anak di Kota Surakarta

Departement of Management and Public Policy, Faculty of Sosial Political Science, University of Gadjah Mada. “Kartu Insentif Anak” as a discount card and identity card less responded by public in Surakarta. “KIA” implementation which is almost seven years, there are still problems related to the low of public responses . The low of public responses can be seen by “KIA” users that only reached 31.67% and the principle of “KIA” implementation which is still low in several sectors of “KIA”. This study has purposes to describe the low of the responses, to identify the factors that affect and provide the suggestions to the program of “Kartu Insentif Anak” . This study is a qualitative descriptive study which describe in detail related to the topic of this study. Information determination technique which used is purposive sampling by taking some informants from several sub-regency which have the lowest number of “KIA” holders. This results show dissatisfaction over the “Kartu Insentif Anak” benefits associated with the amount of discount and partners involved. The socialization process is also less vigorous implementation, delivery of information to the public is also not optimal. This resulted in people's knowledge of the KIA is still low. In addition, the economic condition of parents also became the reason of the utilization of “KIA” are still low. “Kartu Insentif Anak” program in the future should be changed to be Kartu Anak Indonesia or Kartu Identitas Anak because The Ministry of Home Affairs would proclaimed KTP for children. Although KIA as a discount card removed, children could get discount from the business partners of “KIA” because the business partners of “KIA”provide the discount to the visitors as a promotion for the store itself. The presence or absence of “KIA”, children still get the discount and even discount provided is higher. Keywords : “Kartu Insentif Anak” program, Public responses.
