ABSTRACT This research is driven by a huge authority the local government (regent) received in order to manage its area and people through decentralisation policy, on the other side, nagari, arise as a custom institution as higher as a sovereign village to manage its area and people. The question of this research is how is the power relation between Nagari Gadut and Agam Regent’s Government. This research is using qualitative method with case study. Data collection was done through deep interview and study of literature which promote for answering the research question. The result of this research shown that the power relation produce by Nagari Gadut and Agam Regent’s Government is complementary, accommodative, and substitutive. From the relation happened between the government and nagari, we can classify it into two groups, the nagari and second the regent government. First the power relations happened in the field of nagari are complementary and substitution pattern, since nagari plays a huge impact to fulfill the tasks from the regent government. The impact proceeded by the role of ninik mamak as the most influencing actor in nagari, also the customary law which is entrenched. Second the relation happened in the field of regent government. The relation pattern produced accomodative and competitive pattern. These relation pattern happened because a strong legitimation a nagari has, causing regent government can not freely produce a policy and still has accomodate nagari as a custom institution.
