ABSTRAKSI Children are they who are not yet 18 years old and including those still are in the womb. Since birth, the child have rights and obligations which essentially should be maintained and met by all parties, it could be their parents, communities and countries. But the fulfillment of child rights has yet to be fulfilled evenly. The Child Organization of Sleman Regency presents as one way to meet a variety of children rights which are not being fulfilled. In 2009, The Child Organization of Sleman Regency (FORANS) stands to fulfill the rights of children in Sleman. In this regard, this study aims to determine the history of the FORANS, the relationship with the government, and the role in fulfilling the rights of children in the Sleman Regency. FORANS stand as a form of organization of the regulations on the protection and fulfillment of children rights that exist. The literature reviews that were used in this research are a social institution, the rights of children, and the theory of structuration. The theory was used to compile the research data that describe the role of FORANS and the government in fulfilling the rights of children in accordance with existing regulations. This study used qualitative research methods. Qualitative research methods can provide in-depth overview of the FORANS and effort to fulfill the rights of children. This research used in-depth interviews, observation and documentation FORANS owned or privately owned. The results that are founded in this field is needed to get the valid data. The further data analysis process begins with data reduction, data presentation and conclusion. The research location is in a child institution located in Sleman Regency government complex. The results of this analysis indicate the FORANS’s background stand because there is no institution that becomes a container of children's participation in Sleman. As a child organization, FORANS also fulfill children rights, especially the fulfillment of four basic rights of children. As for the four basic rights of this child are the right to life, right to grow, right to be protected and right to participate. The fulfillment of child rights is carried out with a variety of activities, such as Koempoel Boecah, Temu Hati, help to meet the birth certificate, trauma healing, commemoration of national days, and so on. FORANS success is not only the number of activities that have been performed by FORANS, but also cooperation between FORANS, government, children, parents, former board FORANS and NGOs who have worked with FORANS. The FORANS’s existence today already provide a wide range of achievements in the world of children as well as in government. The FORANS’s role in fulfilling children's rights began to be seen, the fulfillment of children rights began to be fulfilled, public awareness of the importance of fulfilling the rights of children start to rise. FORANS also received numerous awards from the government and to date has delivered government in Sleman regency Eligible Children in Level Associate or third level.
