In the process of handling homeless and beggars, DIY government formed a special unit in charge of implementing social rehabilitation process early homeless and beggars named Camp Assessment. Therefore, this study intends to evaluate the implementation of the social rehabilitation program early homeless and beggars in Camp Assessment as a form of implementation of Regulation no. 1 2014 About Handling Homeless and Beggars in Yogyakarta. This research is framed by the theory of social pathology that sees sprawl are in a pathological state. Pathologic is a situation where a person is in an abnormal condition. Abnormal is a state where their attitudes carry a greater loss for the improvement of social welfare, physical, mental or herself or even a group compared to the benefits. In this study, used a qualitative research method with case study approach. Case study approach was chosen for being a strategy that is more suitable when the subject of a research question with regard to how or why and when researchers have little opportunity to control the events that will be investigated. Researchers found that the assessment camp success in its efforts that are coercive or rehablitatif determined by self-sprawl concerned. If human nature sprawl formed in a very strong and there is no desire to change the habits of life on the road, will not be a word of success in changing the mindset of the sprawl. Conversely, if the self-sprawl is concerned there is a desire for change, or in this case a class of sprawl is aware that he is in an abnormal condition, all the rehabilitation activities undertaken will be absorbed, which in turn, formed a human nature that is new in accordance with patterned by the camp assessment because in this case the assessment camp serves as an auxiliary in the social rehabilitation process undertaken. Implementation of the social rehabilitation program early in camp assessment is good enough, but has not reached a significant level of success. Based on the results of research and data assessment camp, there is still a runaway sprawl and back again doing his job jumlanya street although only slightly. Then the early stages of social rehabilitation by Regulation no. 1 2014 largely already performing well. There are only a few parts of the activities that should be done or fixed.
