Abstract In 2014, culture sector, got the biggest allocation of Special Fund-Dana Keistimewaan. In Yogyakarta itself, the Department of Tourism and Culture became Department that houses the privilege of the culture sector. This study will discuss how far the performance of the Department of Tourism and Culture Fund, the Privileges and its influence with cultural preservation. As it is known that, the Department of Tourism and Culture has a close relations with the field of culture and tourism in the city of Yogyakarta as well as closely related to the privilege itself, namely the preservation of culture. The method used in this study is a qualitative research method. Performance Culture and Tourism Office of Yogyakarta city in terms of productivity, responsiveness, and responsibility. From the research findings, the results obtained that the productivity is low, because the absorption is still low at 16% of the total allocation of funds. Then the low responsiveness, And responsibility is good enough. Several factors that affect the performance of the Department of Tourism and Culture of the city of Yogyakarta is internal environmental factors namely the perceptions of staff at the Department of Tourism and Culture of Yogyakarta city, and the external environment that is an apathetic public to culture. Then some factors in the management policies and practices that include a lack of communication and lack of reward system that affect employee motivation. From the research findings, advice can be given to the Department of Tourism and Culture, among others, undertake efforts to develop arts groups whose existence became extinct, as well as further develop and strengthen the institutions arts groups that exist. Then, coordination and communication with representatives of arts groups are needed to implement and allocate Dana Keistimewaan, in order of discussion and budgeting better target has also become an important point to improve performance. While DIY Local Government, in order to formulate and validate Act privilege in the Culture Sector, and make vision clearer and the restrictions of privilege. To the community and arts groups in the city of Yogyakarta, the proposal must also be activities that are long term and can be implemented in a sustainable manner.
