Sengketa Perdagangan Panel Surya Amerika Serikat dan Tiongkok:(Analisis Politik Domestik

2016 | Skripsi | Ilmu Hubungan InternasionalABSTRACT United States and China are countries that often involved in trade dispute, especially since China decided to join WTO in 2001. One of the dispute that attract attention for the last few years is solar panel trade dispute. Solar panel is one of alternative energies that is developed by lots of developed countries, including United States and China. This trade dispute happened because there was a claim by CASM that Chinese-imported solar cell’s price was too cheap that it made solar industries in United States shut down. This claim was continued by official complaint, which was submitted by CASM, to USDOC as government institution that was authorized to investigate and issued policies to the investigation results. CASM also used political lobby by asking support from senators of United States, and used political situation at that time, so that their own interests were fulfilled. Although there were some obstacles, especially from other group that was influenced by USDOC policies based on investigations’ result, CASM already fulfilled their interest, which is to bring back United States’ solar market to them as actor of solar industries in United States. This research shows that CASM as interest group used political instruments and also use other way to fulfill their interests.
