Tourism as the one of leading sectors in Indonesia’s development, inevitably need the presence of active participation from the society. Toba Caldera Geopark as conservatory concept of world heritage, which combines three elements, such as geodiversity, biodiversity, and cultural diversity become such capital of tourism development. It, officially has already been national geopark. It is ever to be proposed as a member of Geopark Global Network (GGN), albeit failed after. One of assessment criteria of GGN is the involvement of the local society. Unfortunately, the participation of local society in Toba Caldera Geopark in Sianjur Mula Mula Village, Sianjur Mula Mula Subdistrict, Samosir Regency, North Sumatera Province is still low. Sianjur Mula Mula Village, Sianjur Mula Mula Subdistrict, Samosir Regency, North Sumatera Province itself enters the Toba Caldera Geopark’s area. That is why, this research will focus to know the reason of the low participation of local society in Sianjur Mula Mula Village in developing tourism sector of Toba Caldera Geopark. Sherrys Arnstein’s concept of Ladder of Citizen Participation and Mikkelsen’s on developmental strategy of community participation, are used to analyze, even know the low participation of society in developing tourism sector of Toba Caldera Geopark. This research will use qualitative-descriptive method. Informer-taking is used by purposive way. Consequently, the informers have already been known at first. They are account of 15 (fifteen) as a whole, consisting of 2 (two) village youths (16-21 years old), 7 (seven) villagers (22 years old above), 3 (three) tourism-aware group’s members, and 3 (three) village officers. Submitted data uses observation, interview, and documentation as well. Based on the research result and analyses, the low participation of Sianjur Mula Mula Village’s society on the tourism development is triggered by the most of community participation entering manipulation stage, which is the lowest stage. The local society, mostly do not know the mean and aim of Toba Caldera Geopark. They are only involved on program executing stage, even not all of them take apart on tourism developmental program. Tourism developmental program only involve of some peoples, who engage in village institutionalization. On the other hand, some peoples who engage in tourism developmental program, their participation are not based on voluntary sense. The government and local society still walk by their own paths. Eventually, there is not harmonization yet between them to make tourism development of Toba Caldera Geopark come true. Furthermore, the low participation phenomenon is not separated from the absence of tourism-related socialization from the government. Finally, socialization become important way and should be positioned as main priority to develop local society’s knowledge and understanding. Cooperation between government and local society is urgently needed to push the local community participation creating the sustainable tourism of Toba Caldera Geopark, as conservatory attempt of geo-heritage.
