ABSTRACT The arrangement is one of the ways that is done by the Government to organize the city to be more organised. Traders often sell on the sidewalk road becomes the main target because it's often interfere with the comfort of pedestrians and the cause of the bottleneck. Traders arrangement success depends on several things, such as the occurrence of words agreed between makers with recipient arrangement policy, a new location that has been prepared, equipped with a various fasilities, condition of the place is clean, comfortable and safe for the sellers and buyers, and so on. If some things would be sure that it will not cause problems and arrangement successfully implemented. But, different things happen when the Gadjah Mada University set planning arrangement policy of traders sunday morning along Jl. Notonagoro - Jl. Olahraga towards Jl. Lingkar Timur. Realization of structuring traders experienced constraints due to colored by the conflict and result in failure of the arrangement. This thesis answers the problem as to why policies structuring traders sunday morning gave rise to conflict between the Gadjah Mada University with traders and how development policy conflict within. The goal is to understand the background of the conflict planning policies traders sunday morning between UGM with traders and development of the conflict during the 2 years since the advent of the policy in September 2013. The research method used was qualitative approach of case studies where this research puts a case as a focus of the research. The research location is along Jl. Notonagoro – Jl. Olahraga. Key informant consists of Gadjah Mada University and traders sunday morning. The collection of data by observation, in-depth interviews, and documentation. The analysis of data using models Miles and Huberman started from the reduction of the data, the presentation of data, up to the withdrawal and verification conclusion. The results obtained, namely the conflict between the Gadjah Mada University with the traders effected by arrangement policy of traders sunday morning established by the University. Originally, there was a range of meetings to resolve the conflict to keep it from getting bigger. The agreement between Gadjah Mada University with traders had also occurred on December 31, 2013. However, the move made traders get a variety of new problems. As a result, traders decided to return to the original place and conflict with Gadjah Mada University back continues. No longer only as a function, but emerged a variety of action from each side for the urgent interests. After the action is passed, the conflict between the two sides started began to fade. Thus, applied the arrangement policies has failed. Gadjah Mada University choose to remain silent to avoid open conflict that could futhur aggravate the situation.
