ABSTRACT Unemployment is a social problem that can be identified as the individual powerlessness in bridging existing needs and available resources. Apparently, the proportion of unemployment in Indonesia also comprises from graduated collegians. The mentioned problem is the reason for government to implement "Program Mahasiswa Wirausaha" (PMW) which aims to reduce the quantity of the unemployment's proportion from graduated collegians and as the stimulant to make collegians not only oriented for seeking job, but also creating job opportunities. Universitas Gadjah Mada is one of the colleges that implement the program. Collegians who participate in the program were facilitated with capital loan and entrepreneurial training from the pertinent university. This research is focus on the capabilities of the program's participants in identifying and utilizing surrounding enabling environment in the process of starting their venture. This research uses qualitative approach with in-depth interview, observation, literature study, and documentation as data collection methods. In the phase of analysis, this research uses interactive model which comprises data reduction, data presentation, and conclusion. The research found that participant's entrepreneurial capabilities in identifying and utilizing enabling environment comprise two categories. The first categories is recognitive capability which used for identifying beneficial situations related with concept of product, resource bases needed, and market. The second category is exploitative capability which used for utilizing beneficial situations to configure the product, develop resource bases, and deliver the value of product to market. Combination of mentioned capabilities in order to identity and utilize surrounding enabling environment enable participants to start their venture.
