ABSTRACT Job Training Institute (LPK) claimed as a private institution whose conduct language training for prospective migrant workers. As stated in Peraturan Daerah Kabupaten Cilacap No. 7 Tahun 2014 on Guarantee of Labor Migrants that BLKLN (Training Abroad) is an agency that provides enhanced and develop job competence, productivity, discipline, attitude and work ethic on the level of skill and expertise that correspond the grade and qualifications of office or employment for prospective migrants. In addition, recruit migrants / migrant workers must have a certificate of competence in accordance with the requirements of office work and every prospective workers must follow the education and job training. Based on this training organized by the LPK is not only to improve the quality but also the accessibility requirements in the employment of migrant workers. One area that is claimed to have a high demand of the role of LPK is Cilacap. Based on data released by BNP2TKI in the annual report mentioned that Cilacap was ranked third nationally after East Lombok and Indramayu in 2014. This study uses a functionalist structuralist theory as blades analysis of the role of LPK. Qualitative description contained in this study is used to describe the process of integration that occurs between the LPK, government and migrant workers. Collecting data in this study conducted at the LPK Programe G to G Korea contained in Cilacap regency. Based on this research seeks to explain the reality of how the LPK role in improving the quality and accessibility of migrant workers in Cilacap. Data were collected by using observation, interview, documentation and study of the document. The findings obtained in the field explaining that LPK providing training and facilitation in the process of the administration of the migration of migrant workers. LPK is a third actor that has an important position on issues related to migrant workers due to the high intensity of direct interaction with migrant workers either pre placement, placement and post placement. The issue of migrant workers also create a dynamic relationship, both positive and negative between the LPK, the Government and migrant workers. Background differences in orientation between the three actors should still be able to integrate in order to achieve the objectives of the policy guarantees migrant workers. The dynamics are most in need of major roles of the various actors is the time of the pre-placement of recruit migrant workers. Pre-placement process is the first step of the accessibility and the migrant workers are highly vulnerable to a variety of possible violations of the rights of recruit migrant workers. In addition, activities of sending workers abroad also require other actors for the creation of the protection of migrant workers during the period of pre-placement, placement and post placement.
