ABSTRACT Human Rights and citizenship have always become central concepts in International Relations study recently. In one hand, Human Rights covers broad and universal values which is perceived to be applicable for everyone without exception. In another hand, citizenship has narrow scope of understanding which is regarded as manifestation of nation-state’s respective sovereignty. These two concepts’ overlapping assumptions can be traced back from 1946-1948’s debate on moral relativism and universalism. Currently, political actors use them to seek legal justification over their actions. The aim of this paper is to depict the importance of the debate in the real world issue. Myanmar government’s policy of 1982 revoked the citizenship status of Rohingya people. As Rohingya lose their status, they also lose their access to basic Human Rights needs which used to be fulfilled by states as well as become victims of Human Rights violations. Can it be justified by international community since sovereignty is recognized as such? Can Human Rights give another perspective which in this case exceed citizenship’s doctrine? This paper will discuss later about this by using international covenants, conventions, and other international principles as tool to analyze the issue.
