ABSTRACK Social election is sometimes observed as the electoral process to decide the choice of an individual based on ideological agreement, vision, mission, and the working program of a political party. However, public election can become an occasion to punish the political party which cannot run the ideology or working program by not being chosen for one more time. The condition is different from the public election in Malang Regency, East Java. Despite the assessment towards the good and bad work of a political party, one of the parties whose logo was bull (PDI Perjuangan) always won the five-year contest. It is proven since the 1999 public election to the 2014 one. The phenomenon is interesting enough to be researched; the ne related to the consistency of the voters‟ choice towards certain political party. The researcher used descriptive qualitative method which was giving description of a phenomenon holistically, making prediction, and classifying a symptom. The data obtained from the committee and cadre of PDI perjuangan in Malang Regency, the actor or senior of PDI perjuangan, local strongman, and public society. This research used the theory of voters‟ sociological behavior which emphasized on the factor of social characteristics and social grouping that have important influence in deciding the behavior of someone voting. The result of the research showed that the in-row victory of PDI perjuangan was caused by the loyal voters and those who were loyal to the party. This was due to the influence of social characteristics factor such as job, education, religion, and region. In addition, there was a formal grouping like religion organizations, professional organizations, and occupied group, and the informal grouping, like family, friendship, and other small groups. The difference between sociological voters in Malang regency and sociological voters in general is in the factor of Soekarno‟s character which influences the behavior of PDI perjuangan voters. Besides that, the sociological voters who keep being assumed as lower class voters with lower education level are not always in negative meaning. This issue is due to the fact that the sociological voters in Malang regency more resistant towards money politics. They put their choice on PDI perjuangan in the middle of money politics from various political parties. Keywords: Public election, PDI Perjuangan, sociological voters, Soekarno Characters
