ABSTRACT Uttara The Icon Apartment is one of the exclusive residential which is being established in Jalan Kaliurang, Sleman, Yogyakarta. In the development process of the construction, the developer met with local communities resistance due to the impact that the society experienced and felt. People's from Karangwuni as the local comunity then decided to establish the association called Paguyuban Warga Karangwuni Tolak Apartemen Uttara (PWKTAU) as a forum to respond to Uttara The Icon Apartment development proccess in their territory. This research intends to find out how the social movements that is conducted by PWKTAU changes and undergo a progress. This study use qualitative research methods. Qualitative methods conducted descriptively to dig up information about the dynamics of social movements that conducted by PWKTAU as the response of the Uttara The Icon Apartment development process in their neighborhood. The information obtained in this study came from informants selected by purposive sampling method. This study found that PWKTAU in doing social movement, not only based on the impact that experienced and perceived, but also based on the various rules that have been violated by the apartment developer during the construction proccess, especially the environment regulations. Social movement that conducted by PWKTAU has been through at least four phases of action, that is non-litigation advocation, demonstrations, art and culture, and the lawsuits. In case of refusal of the Uttara The Icon Apartment by the people of Karangwuni, this research have found the importance of the role of media and consolidation with the people who joined in another similar associations to strengthening the social movements.
