Program Keluarga Harapan(PKH) dalam Konteks Penanggulangan Kemiskinan

This policy became part of the government's efforts to tackle poverty more systematically, in the hope of poverty rate would drop dramatically. PKH who had implemented more than seven years this has yet to have a positive impact in reducing poverty. It can be seen from the level of poverty is still so high in this country. Gunungkidul Regency is one of the areas with poverty rates are quite high. PKH policy which has been implemented since 2008 in this region has not been able to let go of Gunungkidul title as one of the poorest districts in the Province of Yogyakarta. Nglegi Village, District Patuk is one of the villages that have received help PKH since 2008, but until now the number of participants does not decline, even the condition they were seen unchanged. This is what underlies this study to further explore related policy role in poverty reduction. This study uses a poverty trap theory of Chambers which contains several points that cause people to tough it out in the shackles of poverty. The method used is a qualitative research model with sample selection by purposive sampling. The number of samples own set totaling 16 respondents consisting of PKH participants, facilitators, and the village government. Based on the results of the findings of the researchers get, that failure PKH in poverty reduction was not only due to weaknesses in the implementation, but there is the disadvantage of the participants who have not been able to optimize government aid to improve welfare. They get more money allocated to pay debts, social costs, and also the cost of other unproductive. On the other hand they are also inadequate capacity in management of PKH aid to improve the productivity of the household economy. As a result, it causes them to fall into the trap of poverty, despite earn government assistance. Keywords: Policy, Poverty, and PKH xvi
