ABSTRACT The separatism conflict in Papua has already happened for more than 50 years, but up to this moment, there’s still no clarity on how to settle this prolonged conflict down to an end. “Dialog Jakarta-Papua” then initiated by LIPI (Lembaga Ilmu Pengetahuan Indonesia) senior researcher, Muridan S. Widjojo and the co-founder of JDP (Jaringan Damai Papua), Neles Tebay, as a tools to solve the conflict. Although it already has a long discourse, it turned out that this concept is still an unknown subject to public. There is not much national media that willing to expose the separatism conflict in Papua from this point of view. The purpose of this research is to knowing how Majalah Selangkah Online, as Papua’s local media, construct the issue of “Dialog Jakarta-Papua” during the period May 2014 until May 2015. By using the method of Qualitative Content Analysis, this research expected to be a new reference to enrich the view of the reader about conflict in Papua. Based on this research, we know that through it’s news release about the issue of “Dialog Jakarta-Papua”, Majalah Selangkah Online try to counter attack the national medias coverage about Papua in general. If the national media are busy talking about Papua as conflict areas, this local media try to cover Papua as the victim of the conflict itself. Other than that, Majalah Selangkah Online also try to do diplomacy for “Dialog Jakarta-Papua” so that the public could accept the idea.
