Ilmu Pemerintahan)ABSTRACT Helmke and Levitsky call groups of people who have a shared set of social rules, usually unwritten created, communicated and enforced outside of government agencies as informal institutions. While the formal institutions are the rules and procedures established, communicated and implemented by all government agencies accepted as official rules. Informal institutions can be an ideal analysis tool for studying the pattern of relations between institutions in the social structure, as well as understand how the regulations set up to force the behavior of certain political actors. Helmke and Levitsky divide the four patterns of relationship between informal institutions with formal institutions based on effectiveness and alignment of goals. Four patterns of these relationships are complementary informal institutions, accommodating informal institutions, substitutive informal institutions and competing informal institutions. This study examines "How pattern of relations that have developed between the Gunungkidul District Government and Pokdarwis Dewa Bejo in the formulation process of Pindul Cave management policies?". The driving factors for the birth of informal institutions is a consequence of weakening performance in formal structures in certain situations childbirth practices of informality is more effective so that tends to be used by a number of actors to influence the formal channels of power to ensure that policies formulated by the government in favor of the actor and of particular interest. Practice this informality shown in the formulation process of Gunungkidul Regency Decree No. 316 / KPTS / 2013. The involvement of many actors of the conflict are not necessarily all of the actors involved in the process of formulation of Gunungkidul Regency Decree No. 316 / KPTS / 2013. Conflicts leads the management of Pindul Cave namely Dewa Pokdarwis Bejo needs legal protection from prosecution of Atiek Damayanti side. It makes Pokdarwis requires the presence of Gunung Kidul District Government and tried to accommodate the interest of the government that wants to attract the entry fees of Pindul Cave tourist area. The conclusion of this study is that in the process of formulation of Gunung Regent Decree No. 316 / KPTS / 2013 pattern of relations formed between the Gunungkidul District Government and Pokdarwis Dewa Bejo is a form called Helmke and Levitsky (2004) as accommodating informal institution. Whereas Pokdarwis Dewa Bejo was born as informal institutions that have different goals with the Gunung Kidul District Government. In this case Pokdarwis Dewa Bejo takes the role of Gunungkidul District Government to provide protection or legal framework in managing Pindul Cave. While the Gunungkidul District Government needs Pokdarwis Dewa Bejo to accommodate the Government's withdrawal of the retribution that will increase the local revenue. xii Keywords: informal instituions, formal institutions, accomodating informal institutions
