ABSTRACT Empowering Different Ability People Blind Person by Multistakeholder in Cilacap Region (Study about Physiotherapy Massage Training Program as an Effort to Create an Inclusive Society) A few years ago discourse of disability monopolized by the medical studies, and now has new spread to various aspects ranging from the spatial to the social aspects of community life it self. Developments studies has took a part about difable discource which is using concept the power of empowerment. The title of this research is “Empowering Different Ability People Blind Person by Multistakeholder in Cilacap Region (Study about Physiotherapy Massage Training Program as an Effort to Create an Inclusive Society). This research aim is to know about the role every stakeholder in contribut to creating the inclusive society by empowering difable as the vulneable group. To helps researcher framing the facts and data in the field, researcher helped by some concepts about empowerment, concept of the vulnerable group, multistakeholder and of course theories of convergence by Lawrance Kincaid. Use the theory reveal how the division of stakeholder still evident. At the end of this paper, researcher express the achievement in creating an inclusive society by cilacap region with the framework from Peter and Marvyn. This research method is qualitative research with descriptive analytical approach and the analysis unit are PT Holcim Indonesia Tbk Cilacap Plant, Persatuan Tuna Netra Indonesia, Stikes Al Irsyad Al Islamiyyah and the last is Goverment of Cilacap Region Data from the field said that was obtained that before each stakeholders commitment to work together to realize an inclusive society there is a long proses that come with trust from one actor to another actors. As we know, now, just a few stakeholder that working together because there is no mutual vision. The form of community development program was Physioterapy Massage Training for Difable Visually Impaired. But, before that programe present, difable got some chicken to in cattle, from PT.
