Abstract The elderly in Yogyakarta increase from year to year. One of the causes is the increasing of dependency ratio on the elderly that will increase the burden of the family, community and government. The dependency ratio of the elderly population in Yogyakarta in 2010 was 19.92 percent. This number shows that every 100 people of productive age population should be responsible for about 20 elderly in Yogyakarta (BPS 2010). It shows that Yogyakarta has entered the era of increasing of the population density especially for the elderly. The elderly are neglected communities in which they will undergo a double discrimination as the fragile elderly with various problems. This research examines the involvement of the elderly in the empowerment program. In this empowerment the activities done by the elderly in the nursing home are needed. This research uses the theory of activity (Palmone 1965 and Leomon 1997:35 in Maryam, ed.al, 2008). It says the elderly will get the satisfaction when doing activities while retaining the activity is more important than quantity and the activities conducted. In accordance with this theory to obtain the satisfaction, all of the elderly should have an activity to fill their spare time in order to replace the activities that had been missing. The method used by the researcher is a qualitative method. It helps this research to reveal and analyze the hidden facts behind the phenomena that are sometimes hard to identify. In determining the informant this research uses the combination of purposive sampling and snow ball methods. There are 15 people who will become the informants, consisting of 5 elderly people, 5 of the nursing home's caretaker, and 5 visitors or elderly relatives. The discussion regarding the involvement of the elderly in the empowerment program at nursing home Wreda Hanna is that the elderly also run their involvement in a program provided by the institution to the elderly. Elderly are never forced to get involved in the nursing program. The purpose of this activity to the elderly is to train physically, psychologically which has been weakened so that elderly people who are in Wreda Hanna can express their activities in that home. In order to be independent without the help of others, therefore the elderly should also need attention, especially from the family and other people around them, so they can feel more attention in this nursing home. By accepting the attention from the family, the environment and the government, the elderly can feel comfortable to stay at this home with the spirit given by the elderly' family. With the cooperation between the government and social institutions, the social problems about the elderly can be resolved in various empowerment given to the elderly in the existing empowerment institutions.
