ABSTRACT This research emerged on the basic question of how the institutional of Ili-Ili managing irrigation as common pool resources in Kelurahan Sucenjurutengah, Bayan Sub-District. Purworejo Regency, Jawa Tengah Province and its dynamics that occurs inside it. Ili-Ili is a central actor in managing irrigation. Ili-Ili becomes an informal institution that is complementary to the State. Ili-Ili occupation is basically acquired by hereditary mechanism. This research used qualitative methods in the form of a single case study with in-depth interviews as well as looking for the source of the literatures to determine the institutional form of Ili-Ili related to the common pool resources management. The dynamics that occurs in the Ili-Ili institution, the system that has been institutionalized inside the body of Ili-Ili then was taken over by the State through formal rules marked by the emergence of Perkumpulan Petani Pemakai Air (P3A) Dharma Tirta “Ngudi Makmur”. Continued to the decline of carrying capacity of nature, become a key access for the State to entrance in managing irrigation. Dualism in the Ili-Ili becomes strong evidence of a long battle between new state (P3A) and old state (Ili-Ili) in managing irrigation as common pool resources. Cultural system has long been institutionalized in the Ili-Ili body, is reduced and increasingly lost, then replaced with formal system under the determination of the State.
