ABSTRACT Prospective Family Program (PKH) is one of the programs to decrease the poverty which is conducted by government to increase public welfare especially in education and health sector. Tamantirto Village is one of the regions in Kasihan District, Bantul which gets the Prospectful Family Program (PKH). This program has been conducted in Tamantirto Village, Kasihan District, Bantul since 2007 until these days. Along with the implementation of Prospective Family Program (PKH) in Tamantirto Village, Kasihan District, Bantul, there are many changes happened to the participants either in positive or negative sides. Those changes are experienced directly by the participants of Prospective Family Program (PKH), since they are also involved directly in this program activity. To figure out the changes and the effects obtained from this Prospective Family Program (PKH), This research used qualitative method and descriptive approach. To obtain the data from this research, the researcher used informers’ determination technique by applying purposive sample and snowball sample. There are 10 informers consisted of participants of Prospective Family Program (PKH), the companions of Prospective Family Program (PKH), and Head of Protection and Social Security Division, Social Services, Bantul Regency. The result of the research was that the Evaluation of Prospective Family Program based on Society showed that inside this Prospective Family Program (PKH), there was an empowerment element and extended benefits which could be obtained by the participants directly. This research used the concept of policy and based-on-society effects. Therefore, the evaluation was based on the perspective of each participant of Prospective Family Program (PKH) which showed the empowerment elements to the participants and extended benefits as the form of improving the social welfare.
