Democracy deliberative rampant globally, accros the national boundaries and toward individuals who believe in the governance by the people. Begins from electoral fatigue, deliberative democracy offers coolness in the middle of complexity of public space. By carrying out the pure essence of participation, deliberative democratic model becomes important discourse to understand. In this study, elaboration of deliberative democracy based on the understanding of rural community as part of the smallest governance system. Therefore, the formulation of the problem, "How can rural community understand the deliberative Democracy?" was chosen to be elaborate understanding of deliberative democracy. The method used in this research is qualitative research through case study approach to data collection techniques such as interviews, observation, and literature study. Kalimanggis Morangan Sleman chosen as the locus of research. This study rests on the concept of deliberative democracy German philosopher, namely Jürgen Habermas. Habermas model of deliberative democracy can answer the needs of what is needed to form a government deliberative. The study tries deliver the results that turned out to rural community to understand the deliberative democracy that has been embodied into four strategic value; namely participation, inclusiveness, egalitas, and intersubjectivity. Although not familiar with the literally term of deliberative democracy, but rural community can explain the urgency on the fourth strategic value. These values have long been a hereditary understood in order to create a harmonious village life. The conclusion of this research is the understanding of deliberative democracy has been rooted in people's lives in Kalimanggis Morangan with some modifications understanding of the results of the customary adjustments and religion value.
