ABSTRACT The Obligations of CSR Implementation are stipulated in the Act PT No. 40 Year 2007 on Limited Liability Company thus become something that must be done in Indonesia. But one of the weaknesses from government regulations regarding CSR is that CSR is used as a marketing tool for image branding alone so that people can not enjoy the ultimate benefits. The lack of institutional capacity of CSR in the company itself resulted in the company's CSR which is not executed appropriately. The implication, if the capacity of the institutionalization of CSR at company level units is weak, then it will greatly affect the overall activity related to society welfare. In other words, lack of institutional capacity is equal to the low quality of social responsibility and corporate environment through community empowerment programs. CSR implementation for PT. Holcim Indonesia Tbk Cilacap Plant is essential for the sustainability of their company, it can not be denied that the process of institutionalization of CSR at PT. Holcim Indonesia Tbk Cilacap Plant is so easily internalized to the joints of the company with the support of the supreme leader, as well as a strong foundation and good governance of CSR, and an active actors / CROs. So that the institutionalization of CSR at PT. Holcim Indonesia Tbk Cilacap Plant via the three pillars of institutionalization, ie the pillars of regulative, normative, and cognitive are internalized successfully. This study is using a qualitative research. The research location is in the PT . Holcim Indonesia Tbk Cilacap Plant. This unit analysis of this study are the individual actors that involved, such as the officials or decision-makers in the company and employees of PT . Holcim Indonesia Tbk Cilacap Plant. Data collection techniques that I used were observation, interviews, and documentation study.
