ABSTRACT HIV and AIDS are a kind of the social problems in Indonesia society this day. The free lifestyle of people nowdays cause a high trigger prevalence of this problem, it becomes one of the important concern for the Indonesian government both central and local levels, including the government of D.I.Yogyakarta. All the part needed to be cooperated in addressing these issues, nongovernmental organizations is one of the non-government parties that have an important role in this matter. The role of non-governmental organizations have directly touched to the personal and groups of people living with HIV and AIDS so that the effectiveness of methods used by NGOs it should always be assessed in order to obtain an increase in the maximum results and also to support the increasingly good relations of cooperation between the government and NGO itself in order to achieve the purpose of overcoming this problem.
