Dynamic Governance Unit Organisasi Pusat Layanan Usaha Terpadu DIY dalam Mempersiapkan UMKM DIY Menghadapi Masyarakat Ekonomi ASEAN

ABSTRACT Micro, Small and Medium Enterprise (MSME) is a part of creative economy that has capable to supporting the national economic growth amounted to 53.2 percent of the Gross Domestic Product (SME & Entrepreneurship Magazine, 2010). The number of MSME in Daerah Istimewa Yogyakarta (DIY) has been growing rapidly. In 2012, it is reached 56.6 units, and in 2013 increased to be 1,500 units (Data of Disperindagkop DIY). This is able to increases the DIY economic growth, rate of 0.82 percent (DIY Disperindagkop, 2014). ASEAN Economic Community (AEC) can be opportunities and challenges for MSME DIY existence if not prepared properly. Pusat Layanan Usaha Terpadu (PLUT) DIY presents to prepare MSME DIY facing the AEC, by increasing superior products of MSME DIY. Furthermore, the concept of dynamic governance emphasizes on the capabilities of PLUT DIY organizations in thinking ahead, thinking again, and thinking across, so it is able to strengthen the position of MSME DIY in AEC. This study aims to determine and identify as far as where the dynamic governance of PLUT DIY in preparing MSME DIY to face external change on global challenges due to the AEC, and to know the strategies that have been designed and carried out by PLUT DIY. This study used qualitative method with descriptive exploratory approach. Data collected through interviews, observation, and documentation of data. Furthermore, the data were analyzed and interpreted according to its stages. The results shown that the organizational capabilities of PLUT DIY on doing thinking ahead is not sufficient, that indicated by the inability of PLUT DIY in helping MSME to resolve various problem. It is caused by the limited knowledge / insight of PLUT DIY employees. On the thinking again side, capability of PLUT DIY is also not sufficient. Evaluation as reflection of the PLUT DIY various program is not sufficient to provide significant changes to strengthen the position of MSME DIY. There are some MSME DIY with potential product but it is difficult to be developed. They also never access facilities that have been provided by PLUT DIY. The lack of information of PLUT DIY existence is a reason, wich is not able to be identified by PLUT DIY. Furthermore, on the thinking across side, capability of PLUT DIY is not sufficient too. This is shown by the inability of PLUT DIY in negotiating with the other organizations that related with MSME to obtain cooperation agreements that are useful for the development of MSME DIY.
