ABSTRACT The main argument of this study is that the successful of a community-based tourism management influenced by the institution model owned by the local community. Volcano Tour management at dukuh Pelemsari and Pangukrejo is interesting to studied because the community have succeeded in developing a tourist site, Volcano Tour, as one of alternatives that help them in post-disaster economy recovery which contain of these next three CBT’s principles, justice, sustainability, and independence. So, the main aim of this study is to answer the question about the kind of institution model owned by community of dukuh Pelemsari and Pangukrejo in manage the Volcano Tour. The theory used to answer the question is the new-institutional theories which have three main groups, such as the rational choice institutionalists with their logic of consequence, the sociological institutionalists with their logic of appropriateness, and the historical institutionalists which took the eclectic position and use the historical factors in analyzing the institution. The method used in this study is the qualitative method with the phenomenology approach. The study found that the management of Volcano Tour driven by the the community’s value systems manifested in some attitudes, such as environment protecting, musyawarah (discussion), trust, gotong royong, and solidarity. The attitudes applied in every single management process of Volcano Tour, include the formation and the management itself. But people still face some problems linked to the changing of Merapi’s environment, the interest conflict with the sand miners. In addition, the lack of relationship between Volcano Tour and government is the minus of the management. So, it is important for the community as the manager of their own tourism site to innovate in order to keep the tourists’ attraction. Festivals or off-road competitions could be the good attraction for the tourists. And finally the Volcano Tour management should make a relation to the government in order that they could have easier access to the soft skill programs such as tourist guide training.
