Mutualism Partnership Antara Pemerintah Desa dengan Kelompok Sadar Wisata (Pokdarwis) dalam Membangun Desa Wisata di Desa Seloharjo Kecamatan Pundong Kabupaten Bantul

ABSTRACT Tourism development is one of the way way to improve the economy. Tourism development is not only carried on national level nor region level, but it is also carried by village level, and also called as village tourism. Desa Seloharjo, is known as a fall-behind village.. Building a village tourism is not only carried by the local government, but there is also another actor that participating in that project, they are a local community that make a group called Aware Group of Tourism (POKDARWIS). Partnership is a strategic management that used between the local government and POKDARWIS to maintain village tourism run effectively. The local government is understand that buiding the village is part of their duty while POKDARWIS is comprehend that they have the right to participate in developing their village. A key concept in this research is partnership, partnership is a relation between the local government and POKDARWIS in order to developing village tourism. Furthermore, this research is also use governance concept, socialrelation, and civilsociety concept. The concept is used to substantiate each actor. This research is categorized as a qualitative-descriptive research. And the research location is at Desa Seloharjo, Kecamatan Pundong, Kabupaten Bantul. The location was selected because is one of the village that has a village tourism project. Moreover, this village is one of the “fall-behind “ village. To obtain the data, this research is using interview method to the local government and POKDARWIS, observe the local environment, and to support more data, this research is also collect from the local archives. Partnership between the local government and POKDARWIS is established simply with no requirement needed. This phenomena is also called as non-formal process. This partnership is part of the local community design to building village tourism, and ask for permission from the local government. After a while, the local government is taking part of this project. From that action, the local government and POKDARWIS is begin to forming partnership. A partnership that the local government and POKDARWIS has formed is tend to be called as a mutualismpartnership model. This model of partnership characteristic is: first, both actors has the same goal., which is developing village tourism as a way to increase people’s prosperity; second, both actors carry a task that has been agreed each other to build the village appropriately; third, the principles used in this project is trust, kinship, and mutual respect. And fourth, both actors take benefit from this partnership. Several step that should be done by the local government or POKDARWIS to achieve their goal is such as evaluating their project, empowering the economic side of the community, and legalizing partnership between them.
