During the passage of era in which there's an increase in education development towards democracy and human rights, the view of South Korean's towards the Conscription Policy are also changed. Inside a democratic society, people would want to choose whether they want to follow the conscription or not. The Government of South Korea however, can't remove the policy in which obligate the young male citizens ranging from age 18-35 to fulfill their Conscription. This policy was made as an anticipation towards threats from North Korea, who are already at war with South Korea although they ceasefire temporarily. The Government however are faced with internal and external challenges, in which many of their citizens will start refusing and avoiding their duty to fulfill their conscription because of the cause, effect and consequences they will face. On the other hand, the threat from North Korea are increasing. The Government chooses to modify their Conscription Policy without erasing it completely in which could threaten their national security, it could also increase the interests and nationalism of the new generation of South Koreans with the help of Hallyu Wave and the United States of America. In this research, the author found a significant correlation between democracy development within the people as the reason of the Conscription Policy changes and also an effort from the government to create an alliance with the United States of America.
